PCA’s flex bid period schedule shall not exceed the
maximum number of R-days in the bid period plus up to 5
days of carryover, if bid. Carryover days will be paid only if
work is available, as determined by the appropriate training
manager.

I am not the first to say this. Think how many vacation days you can knock out at >4 hrs per.
I'd rather have less work days every month if I was getting paid less. Vacation wouldn't have to "knock out" more days if there were only 10 in a 4-week month.
