Another 32%er here, and for what its worth I think it would be better to extend and take the 3%. With the rest rule delayed I doubt the company will be any more inclined to negotiate now than they were last year.

I totally agree.... With he complete mess in DC now, I don't think new rest rules will be a high priority for a while. I say take the 3% and push a new contract 2 to 3 years down the road. Hopefully this mess will have settled by then. We spent negotiating capital to get this bridge TA, let's recoup as much of that as possible. Additionally we will start pay negotiations from a higher dollar amount.
As an aside, I would like to thank Albie for throwing down the gauntlet. I have decided to get off my backside and step up to the union plate. My goal is to make a difference in our QOL and to get a better understanding of how this whole thing works.
