Because management ("the company") LIKES the DPs, and they want them flown (else they wouldn't build them). They don't acknowlege that it's a safety issue. The guys who fly DPs are, in effect, management's butt buddies on this issue. SOoooo, why would management negotiate a clause that fines or fires their butt buddies?
