Sluggo,
Go into your Travel Report and click "Add Missing Travel Bank Record". The discrepancy reason is FNR-Flight Not Required. Fill out the information required, the fare amount is the cost of the partial refund. By doing that, $250 will be added to your travel bank.

I got burned on this a few months back and it cost me about $900. ALPA knew about this change in the rules and never put anything out to the crew force, big surprise.
