Furlough doesn't have any limitations. You're not an employee.

You'll likely have to go through the background check and retake the newhire drug test before coming back.

The COLA has requirements such as no outside commercial flying. You're still an employee and thus they still need to track your 117 time.

Not quite. COLA only requires that you simply report your outside flying hours to the company.
