Why aren’t people doing “the right” thing?
Well, because they never do. I’m going to show some stats to make my point. Not gay bashing mind you, just demonstrating HUMAN nature. These particular graphics come from the CDC.

so let’s get to it.
So what does that tell us about HIV as a communicable viral disease with high morbidity and mortality, even after 50 years of dealing with it. Yes, anyone CAN get HIV. But who DOES get it? Overwhelmingly, it is gay and bisexual males. Consider the facts. Depending on which survey you believe, somewhere between 1.2% and 5.6% of the population self identifies as gay, lesbian, or bisexual. Roughly three-quarters of that population is male- call it 3%.

This 3% of the population gets about 69% of the new HIV cases annually. That’s a relative risk factor of 23 times the rest of the population. But it’s actually even worse than that because the risk isn’t equally shared. The vast majority of that risk - over two-thirds - is in the age groups between 12 and 35 years, and that group represents a rather small minority of the male gay/bisexual population as a whole. For that relatively small subset of the population, the relative risk is almost a hundred-fold that of the general population.
And even now, when there is no longer an 80-90% chance of dying of HIV if you are infected with HIV, the mortality and morbidity of HIV greatly exceeds that of other common viral illnesses - like COVID 19 - resulting in both a reduced life expectancy and a reduced comorbidities-free life expectancy.

Now interrupting this cycle of virus infection - for the vast majority of those at highest risk - does not require avoiding crowds, wearing a mask, frequent hand washing, or social distancing six feet away from everyone else in the world. It merely requires reliably using a condom during anal intercourse or, failing that, someone getting prophylactic medications after their partner fails to wear a condom.
Yet society has never had either the political will nor the law enforcement capability to enforce even those obvious and relatively modest requirements on people at far higher risk from their activities than most people are from COVID-19.
And the same can be said for Prohibition which was from a public health perspective also was a hell of a good idea which the population simply wouldn’t buy, notwithstanding an actual constitutional amendment.
so haters are going to hate, and if you get your jollies by calling people anti science, or rednecked Cletuses, dumb as a box of rocks, or whatever, so be it, but it puts you in with the same intolerant group that stereotypes the drinkers as sinners, unmarried lovers as fornicators, and the LGBTQ community as - to quote Bat Guano of Dr. Strangelove fame - “preverts.”
