There is no 2 week limit. From the SRH:

Pretty sure they are referring to the initial bid of vacation, most you can do per round is 2 weeks. Sure you can bid round per round to put them all together (to varying success) but not all at one time.

Take a look at the vacation wide report. There are pilots with 3-5 weeks for their PVAC. This is different than a pilot bidding adjoining weeks in separate cycles, as those would show separate PVAC/SVAC/etc blocks. You can bid for all 35 days of your vacation in the first round, assuming all 5 weeks are available.

I’m not sure that’s true. I plopped 4 weeks down this summer via my primary. It was the end of July into August so maybe that helped?!?

Oops! Thanks for the correction. Just recently got a 3rd week and didn't know that about weeks beyond 2.

Bank time or work around the IVD. It’s not perfect but you can have summer vacations here without too much hassle.

Also, reference 23.I.19. Great way to drop a trip with PD/APD/IVD and use future vacation hours to pay yourself for the trip. This reduces your future vacation hours while retaining the vacation days (useful if you have an actual vacation over your future vacation days.) It’s a pseudo way to get summer “vacation.”

Does "Holiday Pay" count towards the GS trigger?

It's Pay No Credit (but so is vacation.)

Pay only.

But vacation is considered pay and credit for line construction purposes

I don't understand this comment. IVDs are just moving around vacation days you already have - we can not fly on an IVD day so I don't think we are monetizing them. I have used all allowable IVD days every summer since they were instituted - I think IVDs are Da Bomb! Been turning two weeks of mostly August vacations into over 30 days off straight in July and August since around 2016 with IVDs and APDs. Yeah I miss prime GS season but life is too short.

AND....vacation pay is credited towards the GS trigger for regular lineholders. Holiday pay is pay only, the end.
