Newbie here. When it passes does it take effect right away? All of it? Or will it be phased in?

Right away? Surely you are not serious. Only IT coding changes that help the company are immediate. IT coding changes that benefit the Pilots take years - if they are even possible - like picking a non coach DH seat. Delta has had their top computer scientists working on this for over a decade - some say it can't be done.

I’ve been living under a rock lately, but it seems ALPA was badgering us more about the strike authorization vote than they’ve been about the TA vote. Here we are inside of 72 hours and it’s been like crickets. Has living under a rock shielded me from the torrent of emails, txt messages, and cold calls ALPA has been sending out?

I think we have also proven all the gnashing of teeth over the 45-day language and 30-day voting window was just that. We aren't using US Mail anymore, it's time to shorten the voting window. Having a goodly amount of time with the language is good to tease out any problems (or find "soaking" language), but 15 days for voting is plenty, IMO, especially if we are post-amendable.
