If you're senior you're not supposed to be assigned SC before a jr pilot gets it (same number of days available, and in same SC bucket). You don't have to put in a request for this to be the case. The request is for what SC time you desire if you HAVE to do a SC, and a request to do SC before it's given out to those who aren't asking for it. Am I missing something?
Sorry about that.

Here's the answer to your question.

"NO".

No one can explain how short call is assigned.

If you are on reserve, prepare to be abused. It's that simple.

Don't worry, you'll be senior some day. Or so I'm told.

I visited the Kremlin recently and took a picture during short call assignments being doled out:

Quite advanced technology, I must say.

The SC's do seem quite random at times but there is also a strong connection to seniority and SC. I complain about it just like the next guy but if your senior on RSV you shouldn't be doing as many as the junior guys on the average.
Also being on RSV on the weekend tends to mean you WILL be working either via SC or flying as coverage is always much lower.

If your lucky to be in a fat category with a little seniority....well I did 1 SC last month and 1.2 hours of flying. Have less than 30 days before I dequal in a domestic narrowbody.
So next time I forget this and start complaining about my schedule someone remind me that it isn't always bad.

Your SC is 12 hours in duration. The end time is simply the end of your SC (3 hours notice to departure) period. While SC is not considered duty, it is also not rest. You must be able to look 24 hours back from your release and find 8 hours free from duty. Therefore, if you're assigned a trip off SC your release time for tomorrow should not exceed 16 hours from the beginning of your SC.

Example-SC starts @ 0600. At 1700 scheduling calls you for a 2030 departure. You're scheduled to arrive @ 2230. Look back 24 hours & you don't have your 8 hours(SC started @ 0600 so you only had 7.5 hours) You can't do the assignment.
FWIW, there can be situations where you need more than 8 hours of rest. If you roll off a high value 2 day rotation where you were on reduced rest for your RON, you may require compensatory rest.

If they try to stick you on a short call prior to the end of compensatory rest (which can be up to 12 hours in some cases), you can't accept.

I've seen a couple guys burned on this, so any time you hit a RON (or back at base with a subsequent trip or SC) with less than scheduled layover time AND less than 10 hours, make sure you do the math.

Chances are the computer will flag it over night, but they'll just call while you're on the way to the airport to tell you "don't report for an hour".

Anyone notice how the unionoids scrambled after being called out on AG having long since held a CA position bid?

Young political hack,

Are ALPA guys not allowed to bid? Or should that be reserved for guys like you who sit on the sidelines and type?

Do you even know the rules of who can run for what position?

As you pointed out, AG does have a Captain bid. At the time of his nomination in September he was a First Officer. First Officer rep is the only position he could run for in this election cycle.

His bid is for the DC-9, and he's the next to bottom guy (seniority number 8115) in the category from the March bid. When the bid was awarded the DC-9 category was only expected to stay for a year, then shut down. His conversion to DC-9 Captain was delayed at his request from October 1 to December 1 (with no pay protection) so he could represent his constituents at the ALPA BOD and November MEC meetings.

So there's no scramble, just a little bit of amazement that a supposed "varsity" airline pilot like yourself knows so little of the governance structure that you've tried to throw out.

I pretty much always get SC on my first day back from days off.
