If you are senior enough to fall within the RLL limit and you do not bid reserve or an RLL and PBS cannot build you a line within the normal LCW, it will send you to reserve. You will then get a call from the PBS Administrator asking if you would prefer a blank regular line to remaining on reserve.

If you bid for and are awarded an RLL, you cannot then go back and ask for a blank regular line. If you want the blank line, don't bid the RLL.

So if you are 360 out of 410 in your category and the RLL is 352 are you automatically disqualified from being awarded a blank line or does it depend on how many people senior to you bid reserve?

The Administrator doesn't call the pilot any more. If you know who he is you should call and ask him. The guys in the call center were surprised by this change.

What guys bid above you has no bearing on your blank line or RLL eligibility.

So if I'm 360/410 and the RLL is 352 I am automatically ineligible for a blank line?

I'm not sure what protection you can get. You will have the devices, and every time you walk thru the electronic fence it will be updated. Easy breezy. No Jepp changes, no MCRib.... But.... that electronic fence will also be able to send you notification of flight/gate changes/reroutes etc... Is this a jobs issue? Perhaps. It certainly has potential.

Technology is awesome, isn't it?

While I agree, before calling contract admin ask yourself what is the remedy? They can't go back and give you the trip. Unless that trip would have taken you above res guarantee you are due any pay.

LOA 14-02 contains many of the same protections as Memorandum of Understanding 13-01, Airwatch Privacy. Additionally, this LOA protects our pilots from the added recording capability of the camera and microphone that is integrated in the tablet, as well as tracking and a host of other concerns you have communicated to us.

The MEC will be briefed and vote on this LOA in Chicago this week.
That's minutae. You will be on the company radar every minute you have these in your possession. I have no idea how we will prevent "tracking". It's an electronic device that is in constant communication with the company. You have to make them "promise" not to use that capability, and then you have to prove that they did. Good luck with that endeavor.

While he may or may not receive back pay, or a trip (since it's been flown), what it does is establish a pattern of violations of your PWA that the grievance committee can use at a later date with an arbitrator, or during negotiations with the company.
