Do we have anything in our PWA that prevents Delta from doing that here?
The FAA defines block time as starting when the aircraft first moves under its own power. The PWA defines it as first movement of the aircraft.

Part 117 is based on flight time, not block time.

I see Delta defines flight time as block time. I hope that a manager trying to save Delta $$ doesn't rewrite the FOM to change that definition. (not trying to argue with you, thank you for the reference)

This is one of the biggest dangers of "door pay" IMO. Not worth it.

Flight time or duty time? If I am not mistaken, crew rest on international is based on duty time. The landing crew must be in the seat for 90 minutes in the last half of the duty period. - I think -

I think you are wrong with that. I think () the landing pilot must have at least 90 minutes of break in the second half of the FDP. Think how a 3 man international crew works the breaks...

Default CQ bidding

Will a junior “must go” pilot be awarded their choice period before a senior “may go” pilot if both choose to bid before the “avoid training” line?

If the senior guy is required to train he will be awarded his choice first.

If there are enough training slots for both to go, the senior pilot will get his bid filled before the junior pilot regardless of must or may go status. If there are only enough slots for the must go training, the may go will not go.
