I no longer work at XJT, but:
It depends on the captain and how much of the FOM he reads. There is a Hierarchy List that only has XJT employees and UA FA's. A lot of crew members only read this section as the list of allowed individuals.
If the other parts of the jumpseat sections are read, they will see that the Feds are also allowed in the aft seat even though they are not mentioned in the Hierarchy list, but they are listed on the page before.
The very first part of the Jumpseat section even states that the Cockpit / Aft jumpseats or any unoccupied seat in the aircraft is a jumpseat.
And to complicate it even more, the "aft jumpseat" section references a FAR that included family members and a lot of other stuff.
We called the Chief pilot in EWR at one point to see if we could use the seat and we were told that we could put anyone back there.
Most crews that I used to fly with allowed anyone in the back jumpseat, so it will depend on the crew.

“Feds” are NOT permitted to occupy a cabin jumpseat of ANY Part 121 aircraft under ANY circumstances. This is because Feds have not been trained on the air carrier’s emergency procedures (including evacuation). If the FOM says that Feds are permitted to occupy the “aft” JS, that is not correct.
