You did not post the entire paragraph.
I read it as the changes made are in anticipation of when this happens. We shall see, I bid the last VTO and can hold higher. I could be wrong. I bid the last line to get R days instead of trips for the middle VTOs.

When I check the bid award now, secondary lines 5001-50xx have all been awarded in seniority order. Are there instances when a junior guy gets line 5001 instead of a more senior guy? I've never seen that, and I check every month. I'm not understanding what the upgrade is.
