i don’t think they wanted retirement improved at the cost of every other section.

As an outsider, I don't understand what the improvement for retirement is? The increase to the pension plan and forcing a MBCBP? Or is it optional?

Absolutely not. The pension increase is a paltry $32,500/yr, hardly an increase. And there shouldn't be any concessions in other areas to pay the retirement that hasn't been increased in over 25 years.
