One correction. I downloaded the most recent PBB, 1/2013. It talks about bumping, but there certainly is no change to the rules.

So, no change to the contract. No change to the PBB since 2013.

We all know the Jumpseat people control all the strings. How do we know they are even complying with the rules in the first place?

All the PBB changes found in the TA aren't in the PBB yet.

Welcome to being asked to pass a blank check. Search for all instances of "PBB" in the TA.

"8. Procedures regarding amendment of the PBB shall be as follows:
a. 8. No later than xxxx xx, 201x (180 days after October 30, 2006, the date of signingDOS), the Company shall provide the Association with proposed updates to the PBB reflecting changes made as part of this Agreement. No later than 120 days after receipt of the proposed updates, the Association shall meet with the Company and provide comments. As soon as practicable thereafter, a PBB that is mutually satisfactory to the Company and the Association shall be distributed to the pilots."


So, while I guess the PBB "could" change the jumpseat bump policy, it would only be able to be done with the concurrence of the union. So, if "we" don't want that changed, it won't be changed.
