How could your run a school to obtain FAA licenses and not be FAA approved?

USDT/FAA-H-8083-3 Airplane Flying handbook
page 1-1:
"Some flight schools are referred to as 'FAA approved schools.' An FAA-approved schols is certificated by the FAA and is required to meet certain stantdards regarding airplanes, personnnel, and curriculam. Another advantage of an approved school is that it may offer some courses of training with fewer flight hours"

So again, my question is, is above talking about 141 school as "FAA approved school"? or can all(61 and 141) school can and can not be "FAA Approved"?

thanks

Part 141 training courses are submitted by the school to the FAA for approval. The training course is what's "FAA-approved." Part 61 courses adhere to FAA rules, so calling them FAA-approved is redundant.
A school calling itself "FAA approved" is just marketing--probably trying to make themselves sound better than the rest, as if other schools wouldn't be FAA-approved...

Having a 141 certificate makes it legal for a flight school to advertise that they are "FAA-Approved". Teaching 141 sucks, too much paperwork.
