I haven't read through it yet, but here is what it lists as changes:
Introduction:
  • Added additional abbreviations
  • Deleted practical test prerequisites: Instrument Rating
  • Added guidance to conform with current guidance in 8900.1 and 8710.3
  • Deleted Flight Instructor Responsibility (I got a chuckle outta that one)
  • Replaced Aeronautical Decision Making, Risk Management, and Single Pilot Resources Management with new Single Pilot Resource Management
Aera of Operations:
  • Modified task items to standardize phraseology as contained in the Aeronautical Information Manual when reading back clearances and communicating with ATC
I haven't really made time to sit down and go through it yet, but when I do I'll post any interesting finds. I'm headed to the in-laws house this afternoon so perhaps I'll give it a once over while I'm there.

am i safe to assume this applies to the entire U.S.A. of pilots? i start instrument in january is this what i should be looking over instead of the pts i have now?

yes. The FAA is a federal, not a state agency.
