Navy, Marines, and Coast Guard all go through primary and intermediate together, so maybe that bumps them up a notch?
I gotta imagine ATP is at the top of the list, too, as long as you are counting all flight schools and not just those that focus on PPL to Comm students.

Using myself as a reference.. I was flying about 900 hours per year at TransPac and I wasn't trying very hard. There were people there who could have done more by volunteering for stuff. I had some friends at Aerosim and one of them claimed to have flown 1,100 hours in a year. All three of the schools you listed would probably let a CFI approach 1,000 hours per year if they wanted to and it would be consistent. There are always new students.
