An FAA type rating is permanent, while with most other countries the type ratings expire. Indeed, the licenses expire after you leave the country. It's nice to get the permanent type onto your permanent certificate for future eventualities.

The approval comes from OKC, but the certificate is issued at a FSDO of your choice. Some FSDO's have refused to issue them, South Florida being one.
