Default Question Regarding Russian ATP

What is Russia's requirements for an airline pilot certificate? I see it mentioned many times, but can't find the requirements themselves. Do they go off of ICAO standards? Do they have anything similar to the US' restricted ATP? Would said restricted ATP transfer over to Russia?

Found this, which describes requirements in good detail. Unsure if it is up to date however. Also doesn't discuss restricted ATP licenses at all. I recall reading that Russia was planning on doing a restricted ATP style program, but I don't know if that has been implemented yet. Anyone know?
