Other time...
I'll take a stab and say that no airlines want to know about that "other" time - I've heard of more than one guy being asked to explain why they included it during interviews, none with a good outcome. Safe bet is always to discard the other time - I'd say take your AF Form 5 time, subtract the "Other" time, multiply the result by 1.2, then add in any civilian time you have.
My $.02, and good luck!

I'm in the category of a guy getting out after initial commitment. I have 1400 hours - all in jet (well, 75 in a T-prop in training), virtually all of it in 18s and 16s and PIC. Aircraft transition from 18C to 18E hurt the flight time that year. Then at my current job my average sortie is a 0.9 or so. Even with the 1.2 converion I am nowhere near 2500. They have their rules though and it does make it tough to qualify for NetJets for a guy like me. I would rather fly for them, but I qualify for 121 guys like Delta, Con, etc so I'll be looking at them if they start hiring at the end of the year again.
