This is inaccurate. The LOA says that the first 10 MRJs must go to Trans States Airlines only if they can secure flying with a code share partner. It wouldn't be hard for them to say, "Sorry guys, couldn't find anyone who wanted to code share with us."

Same thing no matter how you slice it.

They hire street Captains at a blended rate until they can hold Captains due to so many under-qualified FO's.

CQFO is a contractual term with the Teamsters.

We have several of those guys that were hired as street Captains back in the day. A cqfo gets the pay halfway between Captain and Fo no matter what seat they are holding. And when/if enough of the current fo's upgrade with the required time---the cqfo's will start being sent back to the right seat only until they can bid captain based on their seniority.
