Tow potential markets for SST airliners...
1. Cost No Object Crowd. If no bizjet SST's exist, the top tier folks would pay big bucks for SST travel, even if it's on an airliner. The cabin would be all premium, no plebians pax at all.
2. If they can get the cost to a certain point, plenty of wealthy folks who fly airline 1C, fracs, charter, or even own smaller jets could not hope to afford an SST, but would buy a ticket on one.
If the airlines are smart, they'll lock up delivery slots before fracs/135 get into the game. We may have already seen this happen.

Well, given modern trends, I doubt they'd be any hand flying at supersonic anyway.
There's barely any now at subsonic.
We're meat in the seat, but with fancy uniforms.
Privately operated SSTs will do just fine.
(I'm personally unfamiliar of the handling characteristics of sub vs. super sonic airplanes. If it's an engine failure at cruise, these planes will be subsonic in a New York minute anyway.)

I tend to agree that the upfront cost and overhead is probably more suited to airlines.
But I could also see the airlines being concerned that if they ignore it, and one of the fracs manages to put a hundred or a few hundred in service that it could seriously bleed off the airlines' top tier premium pax. They may have viewed a few million $ (if that) for options on a plane that doesn't have great odds of ever being delivered as cheap insurance.

It'll likely be small enough to be a 75 seater in some form of FC/luxury seating configuration. It's gonna be a bunch of RJ bros doing 4-5 leg days just grinding JFK-LHR day turns
