What kills me is that these people after attempting to distract commercial flights sat around and then hit the police chopper with the laser. Also they had drugs in the car big surprise.

We should have a Predator UAV carrying an Hellfire-C laser-guided missile patroling the area instead.

It is possible to make a material where you can turn on a tint rapidly, this is being used in new airplanes for pax windows to replace the window shades. But I doubt such a device could react quickly enough...they depend on the mechanical motion of tiny crystals in the material. While LCDs have pretty quick respone times, the speed of light is hard to beat...
It only takes a fraction of a second for a high-power laser to dazzle, even damage, the retina.
I like the predator idea...

How do they work? Are they polarized? That would not work for cockpit windows...it would make other airplanes invisible at some angles.

If blocking laser energy were that simple, then every military guy would wear a pair of magic laser-blocking eyewear.
Unfortunately, it's not.
Laser eye protection is only able to block specific wavelengths of laser energy. You can obtain different glasses that block different wavelengths, but there is no one-stop-shop solution.
