Default Aviation contract fuel

Many corporate flight departments, airlines, etc are using contract fuel from FBO's. I know for a fact, that the FBO's make only pennies per gallon on the deal while the flight departments save loads.

How does this program work? How do these companies/airlines obtain such a good price while others are stuck paying near or at full retail?

Avfuel contract, COLT, UVair are just some of the contracts I know of.

Any insight would be appreciated.
