Default Sim Time part of Total Time?

I assume the answer is no, but is Level C or D (a RJ for example) simulator time counted toward MEL & total time ?

No.

Sim time while valuable for training is just that: Simulator time (not flight time).

If you log it, be sure to log it as Simulator time and not Flight time, and don't add it to your total (Flight) time.
