Why would the tug drive up to the nose wheel if the plan wasn't to tow them into the gate?

My understanding of the daylight "release brakes" signal is holding a fist over your head and opening it, fingers spread. I'm not seeing where that happened.

The marshaller held crossed wands over his head (stop) then started walking back toward the aircraft between timemarks 0:13 and 0:16.
