From an article in the Safety forum:

The FAA began work on revamping training rules in 1999. Regulators had proposed new rules just before the Colgan crash but effectively withdrew them for more work after the accident. Final rules aren't scheduled to be issued until next year, and airlines aren't expected to have to meet the new requirements until February 2019 - 20 years after the FAA started work on the rules and 10 years after the Colgan accident.

Has anyone else heard anything about this? I saw this on another forum and read the article it linked to. Seems that the FAA is giving airlines until 2019 (10 years after the Colgan crash) to implement the new minimum experience requirements to fly 121. If what the article is saying is true it certainly has some interesting implications. Mods feel free to move this if it doesn't belong here. I just figured this HR will have a big effect on regional carriers so I thought I would post it here.

Both reports look like the same wire service article. I suspect it's just inaccurate reporting or a typo.

Upon further reading, I have come to this conclusion:

The above article is mainly refering to training requirements.

Experience requirements (ATP to fly 121) will still need to be in place by August, 2013.

...There is a lot of rumors/conflicting information out there so it is honestly kind of hard to be certain of anything. I'm just going to adopt a wait and see attitude.
