ATP is needed in FLL because of all the Air Piracy (illegal 135 companies) back in the day and also after the Aaliyah crash, Aaliyah - Wikipedia, the free encyclopedia , FAA stepped in and raised the requirments to fly 135.
If anyone partners with Island Express, be afriad.
I remembering seeing their chief pilot banging the engine of a C-402 at Marsh Harbour with passengers on board trying to get the starter to work. Forget his name but he was a older guy. Prob. still there. I flew many of their passengers back to FLL b/c they sucked.
Too bad they are still in existance.
You name a 135 company out of FLL or FXE and chances are I can find out the good/bad on them.

At the time, they were on-demand
