Recent class everyone had atleast ATP mins, all but a few already had the ATP. Those without the ATP will get one in conjunction with the Type. Class average was probably around 3 to 4000 hours if not more.

No. Not even 1 hr less than ATP mins.
The reason as per the recruiter is that they have to spend 2 training cycles for 1 pilot if they take anyone with less than ATP mins now & then put the same guy for PIC ride in June / July.
Sim space is scarce & it costs more money to them, so a short & sweet answer in one word was being given to everyone less than ATP mins.

Are they still awarding C/A out of class if you have the time? If no, what's the current estimate? Do you anticipate this changing in the near future? Thanks a lot.
