The thing about Narcan is that it only makes revival easier. If someone ODs on an opiate/opioid, all Narcan does is block the opioid receptors. An opioid OD slows their breathing and heart rate to below what is needed to live, so simply providing oxygen and CPR will keep them alive. Narcan allows the person to breathe themselves, negating the need for CPR. It's a good drug, but it's not magic. Also, someone who is revived from an OD by Narcan is not only likely to become violent when they wake up, but the effect also wears off causing a seondary OD.
Giving Narcan to someone who doesn't need it is simply wasting it. It will do nothing to someone not under the influence of an opioid.
