The RAT will power the blue electric system in an emergency. Its the entire point of the RAT, to power the emergency electrical if both engines are lost, as well as the APU. So if you lose all electrical/engine generation, the RAT works to power the blue.
So if you have an ECAM telling you to to take the Blue elec pump to off, the RAT will still power the Blue system for emergency electrical in the event the RAT is deployed.
So taking the Blue HYD Elec pump offline is not taking the RAT or the Emergency Electrical offline as well.

What are you supposed to do, try to talk to DX until your run out of gas and declare a fuel emergency?
When I flew for OO there was no such limit on diversions, although you were of course expected to inform and consult with DX, time permitting.
The issue isn't really one of landing safety, it's more about convenience for the company, ie whether you can turn the plane or handle pax and bags... or if it's going to be a bus, MX involved in fueling, etc, etc.
Authorized alternates in the FOM will typically have 121-suitable CFR and fueling facilities, so that should be your go-to.
One time we diverted, told DX, got no response.
25 minutes later, inside the marker, they came back with a request that we divert to another airport 150 miles away.
FO: "What do you want to do?"
CA: "Gear Down"

Was on the jumpseat once two legging it somewhere. During the flight we had been talking about my plans and where I was trying to get to and why. Enroute, Wx goes down at the destination and no ones getting in. But there's good news! Alternate is where I really wanna go! Well our intrepid captain works with dispatch to change the alternate from the medium size, well equipped mainline airport to another, smaller (all regional service) airport so they can have like 8 mins of additional hold fuel. Welp. We end up diverting to the small airport anyway and now we are weight restricted for the hop to the original destination. More good news! During the ground time, Big Legacy arranges to truck the bags to the original destination. But guess who gets the boot to save weight: this guy and about half the non revs. Ended up having to rent a car and drive the final 100 miles.

I'm uncomfortable flying around business as usual without the blue system, since that's both your last ditch hyd and elec... both of which are required to control the plane. I could live without the blue pump.
