It came from ALPA. Unless maybe they got played? Didn't really read like April fools, seemed pragmatic, no Onion vibe. Not proposing 30 hour rest after each leg.

Doesn't seem that significant. FAR 117 already limits you to 3 consecutive WOCL intrusions unless given a 2 hour rest break in a suitable accommodation. This just mandates a 30 hour reset.

The 220 hour duty in 168 is pretty significant. That actually seems ludicrous.

It's not 220 in 168, but rather 220 flight duty period hours within a rolling 672-hour (28-day) window.

You would have to work twenty out of twenty-eight days while averaging 11hrs/day to hit that limit. Restricting pilots to less than one third of their life in an airplane doesn't seem too unreasonable.

"Airlines for America estimated the proposed 30-hour reset requirement could require 4,800 to 8,000 additional pilot hires. The Regional Airline Association said the duty-hour cap would disproportionately impact short-haul regional operators."
