Question for APC administrators?

Hello,
Just what exactly constitutes a "Legacy" carrier? I notice that Alaska is in that group on APC. But, what about SWA? Aren't they waaay bigger, make more money, than Alaska? I know in yrs. past, "Majors" were carriers that made over a billion dollars? What is the classification now? Just curious...

Airlines that flew interstate routes prior to the deregulation act of 1978. Southwest was flying in 1971, but didn't start interstate service until 1979.
As for the revenue hurdles, those are DOT metrics that have been effectively abandoned as they haven't been updated to reflect current market revenue in over a decade.
