It's dead RIP.. Aug 1 will now likely hit a lot of carriers like a freight train if they've not been hiring to meet new requirements.

Could someone clarify how this "might" affect all of the 121 companies? ie. what I am most interested in, hiring. I know that no one has a crystal ball but I am sure there is some conjecture bouncing around.

the longer haul outfits will feel it most... gone will be the 24 hour+ duty days... the 10 hours flight time for 3 man (2 pilot plus 1 FE) crews and starting and stopping at any hour of the day, without consideration for body clock... also if your company relies on min rest (8 hours on the ground), then that's gone too.... now its going to be 9 hours AT THE HOTEL.
there are a lot more limit changes, and in a nutshell it WILL spell jobs.

Aug 1st is only when the rule must be published. There will be a period of time in which the airlines can adjust to the rule. Just like the ATP/1500 rule won't go into effect for 3 years from when that came out.

I am open to being corrected, has anyone got evidence of anything different?
edit: better yet, I will ask my friend at the FAA to dig up a good answer... he's not in that department, but surely he can find out.

Nope. Read the legislation more carefully. August 1st is the deadline the airlines have to adjust. They were already given their "heads up" for rest rules. (the bill stated 1 year) You are correct about the ATP however.

^^^^^^^^^^Incorrect. There WILL be a phase in of the new rules.

I imagine n the next few weeks (i had heard the beginning to middle of June) the final ruling will be in place. In recurrent our DO was under the impression that these rules would be in play August 1. I wouldn't be surprised if the airlines have to publish their plan of compliance August 1 and be in full compliance by Jan 1. Just wait and see. They have had a year to try and fight this or figure a way to make it work.
Ticket prices just went up though, that's for sure.

Not so much. Here is the actual language with links to the documents:
On August 1, 2010, the President signed the Airline Safety and Federal Aviation
Administration Extension Act of 2010, P.L. 111-216 (the Act). In section 212 of the Act,
Congress directed the FAA to issue regulations no later than August 1, 2011 to “specify
limitations on the hours of flight and duty time allowed for pilots to address problems
relating to pilot fatigue.”

I hope you are right but I don't believe it will. I think the FAA will water down the proposal.
Also, the proposal has to be issued by Aug 1, 2011, implementation is Aug 1, 2013, so airlines have 2 years to hire. This according to the FAA as listed in the proposal
