I'm pretty sure they weren't they only outdoors workers calling off to inclimate wx. I know several cities after the polar weather retreated where ops were cxld for a day and half due to road conditions and power restoration. In that same time frame my airline had a flight cxl due to mechanics refusing to work an issue because it got so cold they could barely function.
