Delta shifting overseas ventures?

I am not trying to start a flamebait, just passing on what I was told.
I recently went on a dinner date with a Delta Red Coat. She explained to me that she worked for DGS and wasn't really Delta. She was telling me how the Delta employees just got the big raise but not DGS. But she went on to say that quietly DGS has grown rapidly and Delta is replacing regular employees with DGS in order to reduce costs. She also said it just isn't "below wing but also above wing" ... whatever she meant by that.
Maybe some of you Delta guys can shed some light.

Below wing refers to mx, rampers, fuelers, etc. Above wing generally refers to aircrew, ticketing, and reservations, etc.
Sometimes a company like JetBlue may have an objection to paying Delta to perform station services ( I know they did for years in SAN at least), but performing it through DGS seems to alleviate that roadblock.
DGS employees get flight benefits and other benefits determined by their scope of work. One other area DGS can help is with struggling "retired" Delta pilots who want to come back and spend the last of their fruitful life teaching new hires and recurrents in the Simulator.
