Title 10 of the U.S. Code says the commander of a flying organization has to be an aviator, regardless of branch of service.

Commanders are officers, therefore we need officers to fly so we can create squadron, group, wing, NAF, MAJCOM CCs and therefore CSAF. That doesn't mean we can't use Warrants, but to create a pool of command candidates, you want more than just a handful.
