I wouldn't necessarily follow this advice. If you show up to new hire having not turned a wheel in 10 years and wind up having trouble, it'll reflect poorly in your training records which majors will be able to see. You're not in the same situation as say a guy coming off a staff tour that's only been out 2-3 years that is still semi current. A lot has changed in the last ten years. Agree with everyone else though, you're a prime candidate to spend 2-3 years at a regional and then go to a major assuming you can survive the pay for that regional duration.
Me, five years in a nuclear power plant during the Arab Oil Embargo, interview sim ride in a 727 and no problem. I did have an occassional hour in a club Mooney.
Me and others with five or so years as plumbers, FO upgrade with usually 1 or no extra rides.
I would suspect ten years would not be a problem but you could confirm that with a little computer flight sim work.

We’ve has a bunch of guys return who havn’t flown for 5-10 yrs. Some do great, others admit to struggling.
The areas they struggle in appears to be regaining their scan or the increased complexity of aircraft/FMC/automation management vs a decade ago.

I've been flying at the local flight school and doing simulators at home. It was definitely a good move to get some GA time and I'll continue to fly once a week or so (after my IPC is done this weekend) until I go off to a training class. Just the immediacy of knowing that I have a flight or flight review in a day or two has yielded great results in focusing my studying and figuring out where the rust is the thickest. Although it has been a bit expensive the result has been totally worth it.
