I flew two missions down there (C-17) last week. I'd say the most that ramp can handle is 3 C-17s, and then there becomes that "MOG" issue. As for getting in and out of there, it's pretty chaotic. Air force is running the airport, but Haitians are doing approach control. Military obviously has priority, but when I landed there two days after the earthquake, civilian airplanes with some serious language barriers were just coming in to land without any clearance or permission. The second night we flew in, it seemed a lot more organized, although we had to hold for appox. 1 hour, because of the MOG issue.
