That is the first thing that I noticed when I saw the graph. Almost seems like those percentages could be swapped.

In the context of unemployment in Washington state (I don't know anything about other states), a claimant would file and either be granted or denied benefits. If this person would like further education, there are some stringent rules regarding choice of school and degree program. The state's primary concern is to return this person into the workforce as soon as possible, so this person cannot use unemployment money to get himself a law degree or something. While in school, this person receives the same amount of money that regular unemployment would pay him anyway. There is no double dipping. Perhaps I am misunderstanding you on your point.
$367.0 billion (+2.0%) - Unemployment and welfare
$89.9 billion (+1.3%) - Education and training

I guess maybe since you didn't understand my statement looking at these numbers an unemployed person would be getting both unemployment and education from to different government sources if they decided to go back to school and collect unemployment. But you have enlightened me to the fact that in your state it does not work this way for them which is good. I wouldn't mind if the said unemployed person was able to goto law school on tax payers money provided once he graduated he would have to work for a living wage as a public defender or some other lesser positions in the courts for a period of time (contract).

I believe education in this country is the last stand against poverty and welfare. The government is giving me a lot of grants to goto college (aviation) and once i'm done I plan to donate my time to help other people to achieve their goals.

...what would be REALLY interesting to see is the breakdown of the $367 billion...

There would be categories like cell phones, liquor, tobacco, cable TV, etc

I almost would rather not know.
