training is 6 weeks, then right to IOE if i'm not mistaken, which i was told should last 25-30 hours.

I have played the upgrade/downgrade game also. It was due to furloughs/reduction in flying. I upgraded twice and downgraded twice at the same regional. High time/low time argument doesn't really matter. I always took first available upgrade and flew with FOs who were senior to me but were waiting to hold a certain base/not be on reserve/whatever. My company didn't have anymore upgrades for a while and these guys were mad I was junior to them and they couldn't upgrade.

Did someone junior to your friend upgrade in his place, or was it just a downgrade.

That's fine too, just as long as there IS a next round of hiring. From what I'm hearing and reading there probably will be. I've been involved with airlines that hire too fast, only to have FO's waiting for 2-3 months for a check captain to get their IOE done, that can be a real pain. If Silver has plans to avoid this, it's probably a good thing.
