Improper use of Medevac?

Question for those of you well-versed in the regulations.
Unrealted to the Skywest Medevac thread but it reminded me about this question. I recently became aware of a certain operator who will use the medevac call sign when they don't want a delay. They are not transporting patients, medical staff, or doing organ transport. They will just claim "medevac" to avoid delays. Just your standard run-of-the-mill dirtbag charter company.
Is this allowed or is there a reg violation here?

couple random audits with major punishments for both the crew and operator would fix it easily
if you’re not flying the patient, or flying to get the patient, don’t use it

Yeah, and it's never been easier. Everybody and their brother are monitoring ATC right now to get a soundtrack for their YouTube videos on aviation. It's not like soma anonymous soul meowing away in the flight levels.

Well it might be way for you, but it isn't for the FAA. You would have to pay people to monitor all ATC communications live, have go teams throughout the entire country able to respond and meet the plane on the ramp. There are live ATC fans who might do the monitoring and reporting part, but you would still need people to physically be at the destination or go through the laborious process of contacting the flight crews and/or tracking down the potential fake medical records they provide. All to get a crew that was able to get a shortcut. Not worth the time of the FAA right now. I think they are more focused on making sure Boeing stops building death traps.

But a dirtbag charter company on the other hand who just doesn't want to wait in line can apparently use it to cut in line.

Oh, there are plenty of other tactics dirtbag operators can use. TEB has flow times? File to Hartford, CT and then "divert" to TEB when you are in NY airspace.

FAA can require a written explanation for the emergency. Was it because the mins were forecast too low to land at the filed DEST?
