I am a Flight instructor certified in the US with an ATP. I am also certified with a Japanese ATPL. I do not act as PIC in the US when I fly in the US. I do flight reviews, checkouts for others who act as PIC. I have a request to do some instruction for a guy who cannot act as PIC. Question is:
Does my proficiency check in Japan qualify for the exemption of the flight review requirement of 61.56 Paragraph (d).

I would say that a foreign proficiency check doesn't count as a US check to exercise your US issued ATP, unless it specifically says so and meets the requirements of a Flight review. If the person that does your check holds an FAA qualification, get them to endorse you as completing a flight review as well.
