I believe most if not all airlines have you agree to the "willing to relocate thing". I think it just ensures them that they have the ability to place you where they need you(it IS a business)... most cases you may have to be there ( base) but dont have to live there...but in some cases commuting can be difficult.
However I dont work at colgan so maybe someone else can fill you in more on colgan.
