can you go through TSA out of uniform with any amount of liquids now? i thought there was a rule that passed on July 1.

if you are out of uniform, you ARE simply just "a traveller." You are not flight crew.

I travel out of uniform and bat about 50% on whether or not I get any problems of liquids.

The link you posted is "For Travelers". In case you forgot, you are on an airline PILOT forum and my question concerned traveling in uniform vs. out of uniform. Well, this dumb guy has secured one of the best jobs in aviation and also found a way to not worry about carrying liquids through security. And you can't seem to find the answer on your own Einstein. If you seem to remember something, go to the source where you heard it or are you too dumb to remember?
