Somehow, I think Foley was brought in to crush MAG ALPA. JO probably isn't too happy with the turn down of the TA, so he brings in somebody that can hold the pilots over a barrel. That same style showdown is what unfolded at XJ during Chap. 11. While I wish the best for the MAG pilots, it looks like JO is turning up the heat on a potentialy volital contract negotation, if one could call it that. MAG pilots beware, it might be good to stock up on Preparation PH in case Foley plans to do another XJ here.
There are rampant rumors of mass firings at MAG HQ late last week. Foley might have been brought in to clean house...JO would consider him to be philosophically compatible with MAG and JO.
Perhaps JO is trying to deflect blame from himself by rolling subordinate heads.
There is also some suspicion in the rank the file that the man himself is out, and Foley is HIS replacement...I'm honestly not sure which would be worse

I don't think JO would need to bring in outside talent to bone pilots

Those rumors are true. Some were pilots with titles (certificate chief pilot), others were "brass" type people.
