Lots of groups are lobbying against it and it looks like they're doing a pretty good job.

Looks like our government is once again talking big and is going to end up doing absolutely nothing worthwhile.

The bill's time line:
H.R.3371: Airline Safety and Pilot Training Improvement Act of 2009 - U.S. Congress - OpenCongress

The text of the bill
Read The Bill: H.R. 3371 - GovTrack.us

I suggest you take a few minutes to read it.

The bill was passed by the House of Representatives. Congress consists of both the upper and lower houses and therefore congress has not passed the bill yet. As you wrote, the Senate still remains to act on the bill.

It passed the House 409-11 with virtually no amendments. The bill has only been in the Senate for two months (a couple of days in congressional years). If you have watched the committee hearings, all the members are in favor of the bill.

I would not count this bill out.

The senate is more conservative than the house, but based on the overwhelming support the bill got in the house I'm pretty sure the senate will pass it also, perhaps by a smaller margin.

The only question is what will get traded away to reconcile the house and senate versions. There is language in at least one version allowing pilot academy grads to substitute classroom hours for flight hours!

As to the original question...assume it will pass no later than June. The recent NWA and AA incidents will light a fire under the senate bill I suspect. So for planning purposes the ATP requirement will kick in by about June 2015.

The framers almost added a third house, or "waffle house". But like most ideas that sound good at 2am, the next day it just seemed stupid.

If Obama and the Dem's can shove this Health Care bill through so quickly, why can't we take action sooner on fatigue and the atp requirements?
