There are several 'get out of jail free' cards that 121's use to get in. They are exceptions to the regs that are listed in their ops specs, so that's why you couldn't find them. If you do a search on "marginal conditions" and Exception 3585, you'll find quite an extensive list of requirements. The gist is that you can get in to an airport with less than 'normal' mins, if you have certain conditions met and use not just an alternate airport destination, but a second alternate destination as well.
I have no idea what in the "Gist" this gentleman is talking about. Weather mins to get into an airport are exactly that, minimums. They are based on the type of approach you do and what your Op Specs allow (CAT3, 2 or just Cat 1). Those mins can never be changed. Exemption 3585 and what is referred to as "marginal" are only dispatch requirements from your current airport to your destination when the weather is below landing mins in the "conditional remarks", but is forecast in the main body to be at or above the visibility values for the approach you plan on doing. That is how the Op Specs of the last two airlines I worked for read, if Ronin's Op Specs are different I apologize, but everyone's interpretation of these things are different. But besides all that, Congratulations on the job, and I am sure they will teach you all you need to know in ground school.
