Actually something that will help me stay dry and warm, something that I will not slip from icy ramps, stairs and sidewalks & that is appropriate with uniform.

Is there any such shoe that will accomplish all these???

I'd check REI. They have a kind of "tire chain" you can put on your shoes. These fold up small enough to put in the outer pocket of your luggage. Rubber tote overshoes avoid the necessity of having to wear heavy or hot boots.

Check out Florsheim boots. Chicago company. I live in Chicago and am based in Detroit and they are great for walks to the train. I have some chelsea style boots that zip up, are warm, good traction, polishable, and have nylon shanks. Good luck.

Most ECCO shoes are metal-less. They are comfy and durable. They are by no means cheap but worth every penny. I have the Helsinki slip ons myself. No need for shoelaces! ;)

I think if you have crampons in your bag....TSA will probably take them.
